Access All Levels Cheat

After the Title Screen appears, Press B, A, R, R, A, Right C, Up, Down, A. Now go to the Main Menu and choose Replay Mission and Press L. If done correctly a list of every mission should appear.
Access All Buildings Cheat

While playing Press Left C then Hold A + Right C if done correctly you should hear a voice give you the new construction options.
Use Enemy Equipment Cheats
Get an engineer into the enemy Mobile Construction Unit. You should then be able to use enemy men, structures, etc.
