On the Title Screen, Press Z to bring up the Cheat Menu.
Get All Cheats In Cheat Menu
To turn on all of the cheats in the Cheat Menu you must get a total of 2000 frags.
Get All Cheats Faster
When you have a saved game with a character with 500 frags or more. Copy the character to three other slots on the memory pak. Now load each of the four 500 frag characters into the game. This will of course give you the 2000 frags needed to have all cheats in the Cheat Menu
